Kolaborasi Pemerintah dan Masyarakat dalam Pengelolaan Sampah di Kota Gorontalo: Implikasi Tata Kelola dan Reformasi Birokrasi

Penelitian ini bertujuan untuk menganalisis kolaborasi antara pemerintah dan masyarakat dalam pengelolaan sampah di Kota Gorontalo serta implikasinya terhadap tata kelola dan reformasi birokrasi. Pengelolaan sampah yang efektif merupakan tantangan besar bagi kota-kota berkembang, termasuk Kota Gorontalo, mengingat volume sampah yang terus meningkat seiring dengan pertumbuhan penduduk dan urbanisasi. Penelitian ini menggunakan pendekatan kualitatif deskriptif dengan teknik pengumpulan data melalui wawancara mendalam, observasi partisipatif, dan dokumentasi. Hasil penelitian menunjukkan bahwa kolaborasi antara pemerintah dan masyarakat telah memberikan dampak positif dalam pengelolaan sampah, seperti melalui program 3R (Reduce, Reuse, Recycle) dan penyuluhan lingkungan. Namun, tantangan masih ada, terutama dalam hal ketimpangan partisipasi masyarakat, koordinasi antar instansi pemerintah yang belum optimal, serta proses birokrasi yang lambat. Reformasi birokrasi yang telah dilakukan, meskipun menunjukkan kemajuan, masih memerlukan percepatan implementasi untuk menciptakan sistem yang lebih transparan, efisien, dan responsif. Penelitian ini merekomendasikan peningkatan kesadaran masyarakat, penguatan koordinasi antar lembaga, dan percepatan reformasi birokrasi sebagai langkah strategis untuk mencapai pengelolaan sampah yang berkelanjutan di Kota Gorontalo. Temuan ini relevan sebagai referensi bagi kota-kota lain di Indonesia yang menghadapi tantangan serupa dalam pengelolaan sampah dan tata kelola lingkungan.Downloads
